I would like to share this item from the Chester County Backscatter - June 2006.  My thoughts follow below: 

LEADERSHIP CHANGE IS COMING 
On June 1, Carter N3AO sent the following message to Eastern PA Section Emergency Coordinator Al W3AHR: When I accepted appointment as ARES EC for Chester County a little over two years ago, it was not for personal ambition but because I was encouraged to do so in the best interest of ARES in the county. Since then, ARES in Chester County has improved its relationship with the county Department of Emergency Services (CCDES), added new services such as 911 Back-up Project, encouraged members to explore technologies they had not previously attempted such as APRS and radio e-mal, changed Tech Rallies from special events to training events, and participated successfully in major exercises on behalf of the county. The organization is in a much better state than it was two years ago. It certainly has not been “The Carter Craige Show”. Many CCAR members have devoted a great deal of time, work, knowledge, and expertise to the organization while I have been E.C.  The successes achieved are due at least as much to their work as they are to mine, perhaps more.  I am now 68 years old and find that my personal and family life circumstances make it impossible for me to continue serving as E.C. I want to remain an active member of CCAR and to serve as an emergency communicator when called upon.  I assure you this is not a snap decision, and it is not a subject for change. I hereby submit my resignation as E.C. for Chester County, Effective as of the close of the CCAR Quarterly Meeting on July 24, 2006, or sooner if you wish to name a successor in advance of that date. I will turn over all ARES records and files to you or my successor not later than July 24, 2006.   At the time, a copy of the database will  be turned over to Lor Kutchins W3QA for the Radio Officer’s records. I sincerely appreciate the opportunity to have served CCDES, and the American Radio Relay League as EC for Chester County.  73, Carter N3AO

 My first thought after reading this announcement was to make sure that Carter was of good health and that was confirmed via email………to me, wonderful news. My next thought was, “what a loss of a very special leader.”  For me, Carter is the “Best of the Best”.  A gentle giant in our EmComm and Amateur Radio community.  Carter represents everything I hope to aspire to.  He has been an inspiration to me and made my efforts to organize Bucks County ARES that much easier knowing he was guiding me along with his wisdom and rooting for us from the sidelines .  I consider myself to be fortunate to have been able to collaborate with such a fine and outstanding individual.  His dedication, expertise and energy will be difficult to replace.  Just his presence in a room made it brighter. Thankfully, Carter will still be active and working for the cause, just in a lesser capacity.   To Carter: Thank you for your council, your support and desire to have ARES serve as a reliable and organized resource for PA Emergency Management.  Your efforts were contagious and your dedication and fine direction will leave a lasting impact not only in Chester County but with your neighbors as well.  Thank you…….Best 73’s Harris
